Tokyo unlocks at Festival Rank 7 (Gold Wristband). You need to complete approximately 50-60 events and reach Driver Rank 10+ to access the city.

Pro tip: The expressway is two-tiered in some sections — the upper level has fewer obstacles but tighter barriers.
